CoComply Founding Story
In 2019, businesses and contractors across the UK were losing sleep over the same issue: how to handle incoming IR35 legislation changes. As experts with 30 years’ experience in the recruitment and consulting sectors, Chris Jones and Michael Cleavely had a deep understanding of both parties’ concerns. With years of experience implementing contingent workforce solutions, they began to explore new possibilities.
The birth of a new solution
As businesses and contractors alike grappled with the legislation, Chris and Michael began to think creatively. There was no single market solution that provided the ongoing business as usual management of compliance processes that could be implemented on a global scale. Chris and Michel acted on this opportunity and CoComply was born. CoComply established the UK’s first fully outsourced service to manage IR35 and worker classification, this led us to break new ground and further evolve our service to meet the needs and demands of the market. For clients that want Pay-as-You-Go flexibility CoComply offers a credits system whereby you can pay for assessments and other services as and when required.

With over 15 years of workforce solutions experience within leading PLCs, Chris brings unparalleled expertise to CoComply. His extensive knowledge spans contingent workforce programs, underlying technologies, and successful implementation of contingent MSP and SoW programs for multinational private sector companies across various industries, including Financial Services, Technology, Media, Energy, and the UK government. Chris's understanding of the pain points faced by end-clients regarding worker classification and IR35 compliance that inspired him to establish CoComply. Beyond work, Chris embraces the roles of a dedicated father and husband, with a passion for fitness and all sports.

Michael Cleavely
20 years in the workforce and tech sectors. Proven leader of teams and large P&Ls in both SMEs and PLCs, with board level experience. Expertise in agile technical workforce management, including deployment, compliance, client management.
